JUDGE

That is a sweet design. Really captures the theme, especially with the power names. I don't think Judge will activate much, though. It isn't often a figure wounds his own man. Maybe it could activate when an opponent's figure wounds a figure within 2 of the Rookie. That makes the Rookies enter the battlefield but they get more automatic skulls.
