That's how I read it, Sir G. Except, of course, during the part of their move in which they're within 3 spaces of Doctor Strange, they couldn't use any powers (like flying, for instance).
As long as they didn't start their turn within 3 spaces of Doctor Strange and aren't within 3 spaces of Doctor Strange when they're attempting to actually use the power, they're good to go.
C3G can be played with official Heroscape, but it's not recommended.
