Only if they are Ruined Battlements.

So if I am thinking this through correctly:

Before his turn, Mandarin could throw a Battlement, potentially causing a wound to adjacent figures. The he can roll for this Ring, causing up to 2 wounds to a figure, up to 2 wounds to the Ruined Battlement (which would destroy it), causing another wound to adjacent figures. Then he can attack.

That's a potential of 4 wounds to one figure before he even attacks.
