Actually AIM created MODOK's for him. I recently discovered that MODOK actually is not inventive, he can only reproduce scientific things. He is unable to "invent things." I could see adding Rulers except Doom is beastly powerful already. However, I think a switch of Red Skull to Ruler (he is the new head of the Reich plus Hydra and AIM frequently work for him) could also solve the problem. Thoughts?
