Do you think he'd be worth 370 if the roll for Genetic Manipulation was 16+ instead of 18+?

Sure, changing other units base stats is very unique.

- Does it pass
, Yes or No? Not really.
- What should be the unit's value? A lot less than 370.
- Give a brief overview. I had plans of Harley with a huge defense and Deadpool with higher attack in this one. Those plans went down almost as quick Deadpool did to the fighters. He never attacks normally. A couple of Fo1 attacks from Iron Fist, once for 4 wounds KO's him with the quickness. He does Heal one though.
Map: Ivy's Playground. (All optional rules, no glyphs).
Units: Team 1. Mr Sinister, (370) Deadpool, (285) Harley, (130) X-23, (220) 1005 points.
Team 2. Luke Cage, (190) Iron Fist, (260) Human Torch, (Jim) (150) Iron Man, (250) Moon Night. 1000 points.


Power Usage:
Normal attack used 0 times, wounded none
Genetic Manipulation: Used 4 times, 0 times successful. Used on: Twice on Iron man, once on X-23, and Harley.
Healing Factor: Healed 1 wound.

- What should be the unit's value? He comes closer to his 370 cost in this one, but still a ways off.
- Give a brief overview. The rematch goes about the same as the first game. Deadpool goes down quick. He attacks more dealing wounds to Iron fist, but his Force Of One still destroys him in the end.

- What should be the unit's value? 370 still feels high to me after this one.
- Give a brief overview. In this game with Yellow Lanterns as his teammates, and their low base stats to Manipulate seemed great. However things went wrong quick in this one too. Sinestro is taken down very quick. Mr. Sinister uses his normal attack several times, destroying Kirigi and a Hand. His defense/life holds up great, as he out heals the Assassins. Takes wounds from Kirigi, a couple Hand, and is KO'd by Winter Soldier and his Marked for Death.
Map: Sewer Labrynith. (All optional rules, no glyphs)
Units: Team 1. Mr. Sinister, (370) Yellow Lantern Sinestro ((330) Sinestro Corps Soliders (x2) (220) Robin, (Damian) (80) 1000 points
Team 2 Hand Ninja (X3) (255) Winter Soldier, (240) X-23 ((220) Kirigi, (175) Typhoid Mary, (110) 1000 points.

Power Usage:
Normal attack used 8 times, wounded and destroyed Kirigi and a Hand Ninja
Genetic Manipulation: Used 5 times, 0 successful. Used on: Sinestro Soldier 3 times, twice on Winter Soldier.
Healed: 8 wounds.

Those games went bad from the start with Deadpool going down quick in the first two, and Sinestro in the last. I hope the individual data results are usable even if the overall final team data isn't.

Overall I'd suggest reducing his Genetic Manipulation roll, have it work by removing an OM, or allow him to do it, and attack. Something because rolling an 18+ is just so hard to achieve, 14+ isn't bad for mutants though. I'd also think about taking away the number 3 marker, and starting with the number 4. It's the first to be removed and it will probably be on a teammate, in the early game, and in C3G superscape a 3 is awful low even if it's on just range. As-is he feels a lot less than 370 to me.

C3G can be played with official Heroscape, but it's not recommended.
