Actually, pairing him with Multiple Man almost seems ideal cause he doubles as a regenerating Human Shield and ranged screen.

I'd just go with attack value or number since it isn't potentially broken from a CRB perspective, but ultimately fine either way.

That is a direction I'd want to see CRB input on. Otherwise, I think Static is the way too go. Otherwise I fear nailing down an actual point cost here will be difficult at best.

Maybe, but I can see it being competitively useful. Especially when facing someone like Superman or the Flash who are near impossible...

Actually, thinking about this more, Cap, Star-Lord and height all potentially make him effect even more figures let alone if you plant him next to peeps like Bane.

Your numbers don't support that statement at all though. Here is how your numbers break down for highest % impacted, to lowest % impacted:

63%, 4 att
49%, 4 att w/o SS
47%, 4 def
38%, 4 def...

Looking at the numbers, I'm solidly in the Defense category. Either one has less impact than the attack approach and seems more thematically solid to boot. I'm an C, C+E, D, or D+E.

I just ran the numbers.

@4 or fewer attack dice we have 581/916 figures (includes On-Deck & Hasbro) or 63% of figures.
Without Superstrength that changes to 448/916 or 49%.

@3 Attack we have...

I actually think that one works just fine. Sure it's a little funky, but her power already helps her get past it, or maybe we do a combination (no SS & 4 or less attack/defense)? Though I like that...
