er... I vote for Ashigaru Yari (no time to look through this thread to see if anyone has a reason why they are not pants). With their 1 defence they are fodder for anything with multiple or area...

- No expansions (at least that I know of) makes it seem like a dead-end long-discontinued series.

well, its not actually illegal, but wouldn't let you roll for smoke powder more than once per incoming attack (though it helps to have "spare" agents if one gets wasted).

(b) no-one ever uses the simplified Heroscape rules on the flip side of army cards

Oddly, in the UK S&V seems the easiest set to find (try amazon.co.uk) - it was one of the first extra troop packs I ever got (then I got another to get common squad advantages).
