You have a lot of great ideas, but you need to word the powers according to official Heroscape language. For example, for Full of Holes for the zombie reindeer, don't say "against ranged attacks."...

You could say that it subtracts 3 from the scorpion's defense. That drops it by two and negates the height advantage, while allowing it to benefit from Raelin, shadow, etc.
