Could you just do something with the Light damage type and avoid doing a niche counterdraft power? (Tbf, "Pillar Men and Undead" and "figures with Light Weakness" are probably about equivalent groups...

One option could just be making them single-use then letting specific designs enable reuses. That'd be pretty close to how we handle Spells.
