I'd check with IAmBatman or Ronin on intent for vehicle rules. My assumption (based on reading the final rules) is that it's intentionally worded to not allow out-of-turn movement like this, but...

I do sort of lean in the direction of survivability - he's a lot like Daredevil in that they can take a beating, even if they can't necessarily swing with the big guys.
