Good catch. To be more explicit 12 'turns' per round make Azazal too likely to return. I believe this is compounded with being able to move Lawmen and there high range and ablility to spread out.

In my opinion where the specters were simple and clear, the hero is complex to the detriment of the unit. A hero unit that can move more specters would be useful, also a unit with a heafty attack...

The Thrawls notoriously fall lower on the power curve making adding another one that is worth fielding but does not out shine other tough.
