It was a minor power, with a minor effect, representing him being a bully to those weaker than himself. Great concept for a 'thug' like evil henchmen. Not a ton of peeps weaker than a regular human...

I must admit, I never play with the Battlement DO rules so it wouldn't be something I would lead the charge on, but Mixmaster (who is a cement mixer) seems like your best theme justification for it...
