I'd be tempted to just make it so he can bully all squaddies, or, ideally, all squaddies without Super Strength (bullying LexCorp or Thanagarians would be a little odd).

I don't... entirely understand?... but I don't think so. You can't use an E-Glyph by standing on it - needs to be equipped.

The howdah is the platform, not the dino, chap. :) The dino is something like a triceratops (not sure if it's any specific dinosaur, but something along those lines).
