That strikes me as a lot less desirable than something simpler like +2 Range. So far he seems to be struggling at the moment to be anything other than be a Ranged Hero. I still lean toward the Range...

I would normally suggest Small/Medium, but I think there may be precedent for single-base somewhere. Do the ladder rules specify Small/Medium or single base? If there's precedent, let's go with that....

Sorry, I remember editing Unique Hero in there, but it didn't make it somehow. Unique Heroes only, so your army must include at least 3 Unique Heroes.

Might need to be in the rulebook. Adding it to Scaling only restricts that power's usage, doesn't do anything to stop say Mimring from just flying up there.

Added Glyph of Healing to the OP. Would love to add the sand hexes, too, but it's hard to argue with that being a bad idea on account of the limited terrain. :(
