Limiting the power to Nephda-created water would create a lot of unnecessary confusion. Especially as the effect lasts for the turn, so the figure can move out of that water and into other water...

I really liked removing one wound from each Hero, and it would be a shame not to have any temporary glyphs. That said, no, they unfortunately don't play well with these rules. I could see this one...
