I'm a little confused about the hydra's reach power. If a hydra is on 10 height. And another is 2 spaces away. Can they both attack each other? Because the way the card is worded it sounds like...

No for skirmish. It looks way to crowded. And the walls would give an unfair advantage to ranged flying characters.
