He doesn't have nearly the offensive output of Hulk or Thor though. Sure with boosters, but they would benefit just as much.

I love Four of a Kind.

The only "concern" I have is that he's such a team player, if he's the last figure standing he's a bit lackluster. But I'm not even sure that's a problem. Super cool design.

What do the Beat Cops add to this army? Aside from just being good units? Is there some synergy for Lawman squads I'm not seeing?

A and d are very similar. I don’t like the last clause in d since it’s unneeded complexity. Otherwise I’m good with either.

If I was a terrorist using a human shield, I'd be grabbing innocent bystanders first and foremost over my own men. That's a piece of theme that made me excited about this design and I think it would...

Human Shield shouldn't work on the attacking figure, thematically. After that, it's more or less option A with a few different knobs turned on or off.

I do like a slightly cleaner...
