I vote to keep it at +4 and check it out in playtesting. I wouldn't wait four turns to use an attack of 9... unless we made it AoE or a line attack like Mimring.

I really like this idea. Using the markers for double purposes is great. I'm not sure how it'll work out power-level wise, but I definitely prefer this method over removing order markers.
