That said, having Public Defender (Or defense attorney, either way is good by me!) being just as powerful as Prof X essentially could be pretty potent....

Negotiation should probably be a normal movement power, since that power is just bonkers to begin with. We'd have to update all our Negotiation designs though.

I like him if I have a 180 point hole to fill in generalist armies, but that doesn't happen too often. Just his stats themselves are actually really solid for his cost.
