After thinking on it for a bit, I think maybe something like this could work?

It lets him duck out of engagement if Hulk charges him, but once Samson willingly engages Hulk he won't just abandon...

Hmmm...I think you have a good point there. I wouldn't see it as problematic if it were the Hulkbuster Soldiers or something, but boosting totally unrelated squads seems like a bad thing.
