Replace the X with once per round then? I don't think it's a big deal, though, plenty of armies don't need the X marker.

Which is why he has a higher attack and Shakedown. :) Rorschach would probably win 1 on 1 in melee. Indy would likely be more versatile rather than a straight brawler.

I reckon if you put him next to the likes of Nite Owl, Silk Spectre, Rorschach etc., he's pretty much good as is, at least on the combat front - just because someone doesn't put on a costume doesn't...
