Yes, it means that either your video card does not support the required OpenGL version, or you driver is not up to date.

Ok, I updated the link on the first page. It now allow to download version 1.1.3-beta.
Free moving camera was introduced with version 1.1.1, so if you have 1.1.0, it is normal you don't see it.

For the markers, try right clicking on a card to open the marker menu.

It seems the server was down. I started it again, it should work now.
When the next version will be released, an error message will be displayed when the game cannot connect to the serveur.
