Firing Blanks
Because the designers had to account for Scapers who did not have the new dice. They could not require you to not use the classic dice and so all powers had to be compatible with those dice.

Drawing a Blank
I do not foresee a power referencing blanks coming to fruition from VC excepting something like Valkyrie general dice.
