Its model number and name are #014-015 / Werewolf By Night.

Character Bio - In the aftermath of the Apocalypse War, while the city is getting back on its feet, a crack in Norman Pitlik block opens. This cleft extends deep below the city allowing a number of strange creatures to the surface – werewolves.
Chief Judge McGruder orders Dredd to track down the source and neutralize it and so he descends into East Undercity (old New York). He makes it to below Norman Pitlik block and then follows the werewolf tracks to Broadway where he loses the trail. At which point he stumbles across a mob of robots riding an old steam train with an albino werewolf tied to the front.
The beast is the leader of the werewolf pack and in a fight with the robots it gets free. This allows Dredd to track the creature back to the others in Central Park. ~wikipedia

Why does the first power let you move figures controlled by your opponent? Also what is the figure being used here?

Synergy with the Werewolves who can turn opponent's into Lycanthropes. It is a double edged sword though as they would also get the attack bonus.
Not really sure how that will play out but could be fun.

I think the moving enemy Werewolves thing is cool. Gets something out of the infection thing without depending on your enemy's army.

Don’t we have designs that move figures without taking control of them? Or does that work elsewhere because it’s a set move number (like X spaces)?

We shouldn't? If you are moving an opponent's figure it should be a placement thing or you should be taking temporary control a la the Reactive Mind Control special power.

Dont really know why it would be an issue.

Like if C3V let's you do that than it cant be that big a deal. They're way more conservative than C3G is. :lol:
