It's nice to see that you're playtesting your units! I would suggest jotting down the armies for each side to keep a record of what you're balancing your units against, along with notes on what units survived the battle. It can be enlightening to just keep a record of how armies containing your custom units fare against official or VC units, along with a couple of notes on how it feels to use the custom (how fun it is to play with or against, how often the powers are used, et cetera).

It's nice to know that I've inspired someone else! Being able to regain Exoskeleton-esque markers sounds like an intriguing niche for a squad. It'll be interesting to see how powerful it is in practice.

I'm slightly confused by what you've said about Preemptive Strike. Does it only apply when a Tenma Samurai begins his turn engaged to an enemy figure, or can they still get the bonus by moving adjacent to an enemy's figure? If the latter is true, then I believe that the ability would always be in effect.
