An Evolutionary or Static Point System for Heroscape?

Well met!

I have been trying to find a way, and place, to have this discussion for some time now, ever since giving serious consideration to the Legacy point system. To have it in "Other Customizations . . ." would be akin to "preaching to the choir," while, in spite of, as chas said to me on the phone recently, the "End of Heroscape" making change acceptable to a larger percentage of the Community, many of the folks in any of the Official Heroscape forums object to this type of discussion, whether it be in these forums or, for some, anywhere. So it is that I've decided to initiate it here.

As it stands, Heroscape is a great game, with a serious flaw. There is too much of a divide between the price and value of far too many otherwise interesting, creative and viable units. This has been discussed, and solutions suggested, and rejected, since long before my discovery of the game.
