Both Braxas and Nilf have a range of 1. Think of this as them attacking with claws/teeth.

Nilf has the Ice Shard Special Attack with a range of 5 and an attack of 4. As this is a special attack, it cannot be modified. Nilf's normal attack is 6 with a range of 1, this can be modified by elevation, glyphs, etc.

Braxas does not have a special attack. She does, however, have a special power. Her Poisonous Acid Breath, which can only be used on small or medium figures. Again this cannot benefit from height, but can benefit from the Lucky 20-sider glyph. Braxas' normal attack, Range 1 Attack 5, can be used against any sized unit and does benefit from elevation and such.

Also important to note:

Because Nilf's breath is an attack, it is subject to engagment rules. So if only one or two figures are engaged with Nilfhelm and they don't die as a result of the attack, then Nilf has to forfeit the remainder of the attacks.

Braxas has a special power, and not an attack. It is not subject to the Engagement rules and she can breathe poisonous acid on any figures in her range even is she is engaged with other figures.

Actually, I thought the question was answered in the rule book and the question, therefore did not come up frequently enough to require a place in the FAQs. It is, of course, a matter of taste or judgment as to whether a particular question is needed in the FAQ (official or here) or whether the rule book explanation is adequate. I thought that this one, about how a figure with a range of 1 can have a special attack or special ability with a larger range, didn't really need a special citation in the FAQ. But, I might be wrong.
