That is a very impressive list. I think one way to make this guy unique from Boomerang and still be very thematic and fun would be to give him 3 separate special powers/attacks and make each one unique. I like that list. Thanks for doing the research too.

Yeah, I know that's not technically how boomerangs really move ... but their true movement would be soooo hard to translate mechanically.
I like the idea of the "preprogrammed boomerang to pick somebody or something up & move them." Maybe a ranged version of Vulture Grab? C3G can be played with official Heroscape, but it's not recommended.

Here's one stab riffing off the descriptions above ...
ELECTRIC BOOMERANG SPECIAL ATTACK Range 4 + Special. Attack 4 - Special. The first target of Electric Boomerang Special Attack must be within a Range of 4. After attacking with this Special Attack, you may choose a space within 4 spaces of the space occupied by the first target and attack the chosen figure with this Special Attack. You may continue attacking with Electric Boomerang Special Attack in this manner until you have attacked up to 3 times. You may attack the same or different figures with each attack. For each additional attack, roll 1 fewer attack die. Any affected figure that occupies a water space rolls 1 fewer defense die. Figures with the Electrically Charged special power are not affected by this Special Attack. C3G can be played with official Heroscape, but it's not recommended.

Boomerang can Fly too.
I like Returning Boomerang, some type of Razor Boomerang power and a propelled Boomerang that can move figured and Equipment Glyphs. Plus flying if this guy does have Hover-rangs Welcome to C3G | C3G Playtesting Sign Up | C3G Books of Index
