Sorry, I should have responded earlier (after seeing your comment on the other thread I looked through your posting history to see when else I had left a confusing wake). In English, that says:

"If you can read this, you are elite!"

Elite aka "leet" aka "|337", etc. is the first word of the phrase "|337 5p34|<" (aka "leet speak" aka "elite speech"). This phrase describes the way some internet users, especially in chat rooms and online games, type messages to one another.
