clairification on order of phases

I had this little issue yesterday.

my nephew was playing the krav and he was telling me he can attack then move. I told him no you have to either choose move or dont move, then you attack, that is the order of things. Then like the 8 year old mind that he has he says "but i have seen in cartoons where the person fires and then runs, why is this any different" So I told him you have to follow the rules.

I guess my question is, was I right? you cant fire and then move can you?

Correct. You must move your figures, then attack. Once the first attack is made, you cannot move any more figures.

My six year old brother is decent at scape (even if he doesn't usually win) but he is pretty smart for a 6 year old.
