I can kinda see why.

Their high defense would make them suitable for occupying melee units or even drawing fire from some ranged units. If they didn't cost so much or perhaps in a high point army they may even be good for holding important glyphs.

You forgot to mention their ability to "cleave enemy units in two with their massive double-skulled axe blades..."
