Hostage Holdout - Obsolete Initial Design
A C3G scenario
Map: Corner High Rise Players: 2 Player 1's Goal: Save 5 or more hostages from being killed by Player 2 Player 2's Goal: Kill all the 5th Precinct Beat Cops before Reinforcements arrive, or kill 4 or more hostages. Setup: Player 1 places two squads of Civilians anywhere inside the building. They will not be controlled by either player during normal scenario play. After Civilians are placed, Player 2 places his/her army anywhere inside the building. Player 2 brings a pre-made army of: 2 x Street Thugs Two-Face Up to 2 additional villains costing less than 350pts total Player 1 begins the scenario with 3 x 5th Precinct Beat Cops. Special Rules: HOSTAGE SITUATION Civilians may not receive any Order Markers, and they may not roll for any leaving engagement attacks. Player 1 may remove a Civilian from the board and count it towards his victory points by having an unengaged figure that he controls begin its turn adjacent to an unengaged Civilian. SUPER REINFORCEMENTS Before placing Order Markers at the beginning of Round 4, or after 2 Civilians have been executed, Player 1 may choose up to 3 heroes costing less than 650 points and place them adjacent to any Beat Cop he/she controls. HOSTAGE EXECUTION At any time following Super Reinforcements, after a figure that Player 2 controls is destroyed, he/she may immediately take a turn with Two-Face. During Hostage Execution, Two-Face may attack Civilians or any unit controlled by Player 1. Civilians are controlled by Player 1 and may use only their Panic special ability after rolling defense dice normally. Player 2 may only execute 1 hostage per round. Download the PDF here. The more I have pondered the map in the last few minutes, the more I am liking a hostage scenario better.

Nah, seriously, I like the hostage scenario ... maybe the police arrive on the scene first and have to survive long enough for the hero to get there? C3G can be played with official Heroscape, but it's not recommended.

I recall mentioning a hostage glyph a while ago, might be useful for a hostage scenario.

You could just use a general glyph and have a civilian "stuck" on that glyph until another figure moves adjacent.
C3G can be played with official Heroscape, but it's not recommended.

If I remember correctly, the Hostage Glyph was something that allowed either the hostage taker or rescuer to put the glyph on their card like an equipment glyph in order to move the hostage around. Rescuers might need to rescue hostage and carry them back to their starting zone or bad guys might need to take hostage and exit their SZ. Something like that, but a generic glyph can be used for that.

I like the glyph idea for a hostage - civilians can be possible "collatoral damage" that the heroes have to avoid letting the villains cause. Beat Cops would be ideal to keep civies alive for that purpose. Victory conditions could relate to how many civies are killed, as well as whether the hostage is rescued, making a difference between a decisive, marginal or phyrric victory.

I don't know about the glyph idea. I don't really like the idea of taking figures off of the board and putting them on cards. I want to see those Civies on the board. Plus it is thematic break for me when Red Skull is picking people up and running around with a bunch of civilians.
How about this: Player 1 (good guys) - Rescue the Hostages/Civilians (they are considered part of your army, but you can not give them Order Markers. Player 2 (bad guys) - destroy the Hostages/Civilians MEAT SHIELD Any time a figure that Player 2 controls rolls defense dice, they may add 1 to their defense for each Civilian that they are adjacent to. If a figure that player 2 controls rolls defense and does not take any wounds, player 2 may immediately destroy any one adjacent Civilian. HOSTAGE SITUATION Civilians may not receive any Order Markers, and they may not roll for any leaving engagement attacks. Player 1 may remove a Civilian from the board and count it towards his victory points by having a figure that he controls begin its turn adjacent to an unengaged Civilian. With those rules in place, Civilians could run around under the panic conditions on their card, but would serve no other purpose than just getting in the way and presenting tough tactical decisions. |

I'm a little foggy on how the "removal" thing would work (and what's a "board"? ) but I like the Meat Shield thing.
