They do not count against Cyp's chilling touch. The chilling touch only applies to units Cyprien destroys, while the Badru power states that "you" (the player controlling the Tiggers)...

Beyond the ability to kill someone before they can attack you, Sparedon says ranged units have four special advantages over melee types....
