Have you tried Summoner Wars? It's played with cards but plays like miniatures.

summoner wars would be yer more inexpensive bet, since ye get the starters for 10 each still.

SW epic duels is gonna cost ye, lowest Ive seen it lately is 60, usually it's 80+ for a good copy of it.

band of bugs on xbox or the 360, not sure which, is pretty darn close - fun game

A Song of Blades and Heroes is a small, cheap ruleset that plays similiarly.

Warhammer Fantasy Battle is a large, expensive ruleset that has the same concepts on a larger, more complex scale.

Warhammer 40 K is the same as above, but Sci Fi.

AT-43 seems to be similar to Warhammer 40K but cheaper to buy the pieces to. I heard it gets similar re-releases of the rules though.

You can pick up a pdf copy of "Way of War" for a fairly inexpensive cost. It will allow one to make custom stats and armies for your heroscape figures and allows for mixing and matching with other miniature lines. I've used it a few times in tandem with heroclix and even some paper minis with lots of luck.
