Um ... no. That's not the issue that was brought up. :-P The issue was that you could continue disengaging at a 50% rate of doing one damage on Human Torch for each swipe, and an 80% chance of doing two damage to opposing figures for each disengagement.
Those odds are fine, but they were tested and designed to work only once in a turn, not an uncapped amount of times in a turn. Also, letting him do it over and over in the same turn doesn't really make thematic sense for him.

As am I. THat's how I've played him all along as well, besides it doesn't make too much sense to me for anyone to really start flying and walk for a bit and then fly again, except maybe someone like Angel who carries others around :shrug:
