OK I am currently in the middle of a game and my oppent thinks he can clone a marro clone on the same turn that the clone was cloned.
I believe this is incorrect, however he thinks otherwise.
Who is right?

Skynight's right.
Water Clone
Instead of attacking with all of the Marro Warriors, one at a time, roll the 20-sided die for each Marro Warrior in play. If you roll a 15 or higher, place a previously destroyed Marro Warrior on a same-level space adjacent to that Marro Warrior. Any Marro Warrior on a water space needs a 10 or higher to Water Clone. You may only Water Clone after you move.
That's why they put the in play and move restrictions on the ability. It would be more fun if they didn't though :)

Ok. but how 'bout this scenario...
Marro A succesfully clones Marro B during his first oder. Then, on his second turn of the same round (after moving and instead of fighting) I would say that both Marro A and B get a chance to clone.
I don't see anywhere that the rules say you cannot use a newly cloned Marro until the next round.
Thoughts?

That is correct. On a new turn you can clone with whatever is on the board.

I have this argument constantly as well. The problem I see is that the card says for all marro in play....well if you clone and place the clone during that turn, then technically they are in play...so the cloning is seemingly continous...thoughts?

Ruling made by skynight is correct.
The cloned Marro wasn't in play when you first started to use the power.

From the Hasbro FAQ (http://www.heroscapers.com/community/downloads.php?do=file&id=2567):
Can cloned Marro Warriors clone or attack on the turn they are cloned?
No, the newly cloned Marro Warriors must wait until their next turn to be called on to do anything.
The answer here answers the question in question here.
