Civilians aren't actually part of the World's Finest set. They came with the X-Men expansion. :D

I just went by the Books. This was how is was under order of released. I think that two-face was an exclusive. :)

The Civilians are definitely part of the X-Men set.

Two-Face is part of the scenarios. You will also need 12 beat cops and 12 street thugs for the scenarios, not just one squad.

He was done as a 'bonus figure'. But since this is all custom...yeah

But he's not a bonus figure in the scenarios. He's a required figure.

But he's not as bonus figure in the scenarios. He's a required figure.
It would be like a scenario issued with the EOV masterset. They were included in that 'special bonus set' much as Two-face was with this 'special bonus set'.

(No offense to the C3Gers, but I also found it kind of silly :p)

The Two-Face was considered an exclusive because we had already finalized on our 5 heroes and 1 squad per side when we decided to create a figure that bonded with the Thugs. Instead of removing one of the customs that was already finished, we decided to just add it to the set. Therefore, we gave it "promo" status so that it didn't upset the already established balance and give the set more of an official release feel.

Furthermore, we decided to keep adding a promo figure to each set. Professor X was the promo to Master Set 2. He was different because he was designed with no imput or availability to the public. This made his release truely unique.

In upcoming set, I think I read that Arkillo will be the promo figure.

From this point on we're considering the public threads to be the "exclusive bonus figures" because they're released independent of the other releases.
But, yeah, the "exclusive bonus figure thing" is mostly just a light hearted verisimilitude thing, not anything that's meant to affect any type of gameplay. :-) Same thing with the "box" Whitestuff designed for the World's Finest set.
In the future, we plan to release things in "boosters" of five units (if they're all heroes) or fewer (if there are squads involved). In future Master Sets, though, we'll probably stick to the standards established by World's Finest, including scenario booklet and exclusive bonus figure.
