If ur in water are u considered lower than someone not in water

Water a "zero" height tile, so to determine if you are lower or higher when on water, just count as if the water wasn't there. So if the water tile is on the table top ("level 0") then any non-water (or lava or ice) tile would have be higher since it would be one level above the table top.
