The glyph of Lodi says you get a +1 any time you roll the d20. In the rules it says that if you and your opponent disagree on line of sight you roll d20 to decide it. Does the glyph of Lodi apply to this roll?

From a strict reading of the rules it would, however I have to say that this just doesn't pass the "stupid" test. How would you rule on this?

I would say that you would not add +1 for rolls like that. The Glyph should only apply to game effects (abilities, initiatives, etc.) The rule roll-off is a last resort to solve any disagreements and should be rolled without modifiers. This is just my opinion so take it as you will.
