Can a figure locked down by cyberclaw still take a passing swipe at an opposing character that leaves engagement with it. For example, say a Samuria is locked down by a Gladiatron, and Valguard is also adjacent to that Samuria. If Valguard walks away, does the Samuria get to take a swing at him?

Yep, you bet. Cyberclaw only takes away that captured figure's movement.
