Question on castle scenario set up

Checking through the scenarios included with the castle I believe set up states that the characters can be set up in the orange area including below the 7 and 9 piece castle walkway.

Does this mean that the defender cannot set up characters on the 7 and 9 piece walkway?

Would this mean that I have to sepnd a couple turns to get my mass 4th line up to the higher area?

You can set them up on ANY part of the castle. On top of the walkway and below it. They just included that sentance because you couldn't see below it in the 2D picture in the booklet.
