I'll have to see if I can find it again, but I once found a free RPG. IIRC it was a universal system and people would post their own campaign rules/settings. I think there used to be a Dragonball Z rule set, for example.

One that comes to mind is the Nameless RPG. (http://www.bayn.org/nameless/) It's a pen-and-paper RPG system that uses a deck of playing cards in place of dice; geared more towards fast-paced role-playing. There are a couple of different campaigns there, too, such as a Matrix-themed one and a Star Wars one.

The rules can be obtained for free, and some sets of rules as well, but there are also some actual books using this system.

The review link says that FATE is the best free RPG. I haven't actually played fuzion (or FATE) but it is free.

Before I discovered Heroscape, this was one of the freebie games I was playing. Lots of fun and the wife enjoyed it.

There's also a freebie game of the Stephen King's The Shining on BGG:

I've never printed it or played. Well, I printed the rules. It seemed fun. But Heroscape came along.
