ive never tried it before but i thought of some water movement rules.
if a water tile is adjacent to a land tile then it couts as 2 movement pionts. if its 2 spaces away then it counts as 3. if its three spaces away then it counts as 4. etc... double spaced figs would count the leading hex. ice lava etc. do not count as land tiles
ex:
the top row of numbers is how many movements pionts it would cost to cross the river.
the bottom row of numbers is how much each hex would cost.

I can't. I have like no figures, I have gone into mad custom mode to get ready for E-Bay. I also have no opponet. I do like the rule, and I will play it with NEcromuda witch I beleave has not rules on water.

14? If I follow your rule correctly, it should be 16 (2+3+4+3+2+2[moving out of water]).
