I nned some advice on making custom figures. Thans to this site, I now have no trouble making the cards. But with my limited budget, I have some trouble making the figures themselves. I tried to make them out of cardboard, to much ridicule and no success. Now, I'm not allowed to buy things off the internet, and as mentioned before, I have a small budget. What would be your advice? What cheap mediums should I use to create the figures? Thank you in advance.

Use proxies... figures from anything, even if they don't look like what is on the card, just clear it with the other players as to what card the figure your using as a proxy goes with.

You can search on the WizKids and Wizards of the Coast sites for the images of Mage Knight and D&D miniatures (and other sites for other miniatures, of course) to get ideas for abilities from the sculpts, or find a sculpt that best reflects your custom ideas, then create the card and as Truth and, sarcastically perhaps, but not without merit, UD detailed, use any proxy until (if ever) you're able to obtain the figure itself.

A local gaming store probably has plenty of 2nd hand minis available at fairly low prices ($1 - $3)

One of the things you can do is make custom Cardboard Heroes™ (have to use the trademark; it belongs to Steve Jackson Games).
basically, you find or draw front and back images of the character you want to use, and then use a graphics editor to arrange them lined up head-to-head like this:

Then you print out the resulting image, and fold it up, overlapping the tabs at the bottom to form a base (you can also get Cardboard Heroes™ bases at the Warehouse 23 (http://www.warehouse23.com/item.cgi?SJG5104D) webstore and just insert the tabs into the base).
